Zhang Xinsheng:Good afternoon,dear leaders and guests.It is a great honor to participate in this new energy conference.Through this conference,I have listened to the industry leaders and experts to explain some new technologies and new trends in the industry.The poverty alleviation area is also a great help.It is also a deeper understanding for me personally.
This year is a crucial year for the fight against poverty.There are many friends here and many units have actively participated in our fight against poverty.I take this opportunity to express my high respect to everyone for their efforts to fight against poverty.
Now I will combine my own work in photovoltaic poverty alleviation to share with you some policies and ideas of the photovoltaic poverty alleviation industry,mainly from three aspects to discuss with you.My sharing below is helpful to everyone's work.We will work together to promote the healthy and orderly development of the photovoltaic poverty alleviation industry.
First point,we must fully realize the importance of photovoltaic poverty alleviation industry.Photovoltaic power generation is clean and environmentally friendly,technology is reliable,and income is stable.The development of photovoltaic poverty alleviation work in accordance with local conditions in places with better light resources meets our requirements for precision poverty alleviation,and also meets our targeted poverty alleviation strategy,and also meets our country's new energy A development plan and strategy for Photovoltaic poverty alleviation is a precision project for poverty alleviation in the ten major industries.Since the implementation of photovoltaic poverty alleviation in 2014,it has experienced three stages of pilot exploration,comprehensive development and in-depth implementation.In the past four years,with the joint efforts of everyone,photovoltaic poverty alleviation has been a key to poverty alleviation.New industries have emerged,opening up a new path for the collective economy of the vast poor villages.It provides a new means for the poor people to stably increase their income and get rid of poverty.It is also a project generally welcomed by some of our grassroots cadres and people.
The Party Central Committee and the State Council have always attached great importance to photovoltaic poverty alleviation work.General Secretary Xi Jinping attaches great importance to poverty alleviation work,personally deploys and personally directs and personally promotes.Since the 19th National Congress of the Communist Party of China,there have been new instructions and requirements for poverty alleviation every month.General Secretary Xi is very concerned about the work of photovoltaic poverty alleviation.Since 2016,he has inspected the operation of our photovoltaic poverty alleviation power plants in various places in Qinghai,Anhui,Hebei and Qinghai.In June 2017,he lifted out of poverty in the deeply impoverished area ofTaiyuan,Shaanxi.The forum also gave important instructions on how to do a good job in photovoltaic poverty alleviation.
Photovoltaic poverty alleviation can be said to promote the continuous efforts of poverty alleviation and rural revitalization.This is the next step of our rural revitalization after the end of our poverty alleviation battle in 2020 is also a combination.The"Guiding Opinions on Winning the Three-Year Poverty Alleviation Campaign"also mentioned that the Central Committee of the Communist Party of China issued the"Regarding Rural Revitalization Strategy",which puts forward higher requirements for the organic connection between the fight against poverty and the implementation of the rural revitalization strategy.During the period of poverty alleviation The main task of rural revitalization in poor areas is to complete the fight against poverty.Laying a solid foundation for targeted poverty alleviation is a solid foundation for the implementation of the rural strategy.Rural revitalization can consolidate some of our poverty alleviation.The current poverty alleviation battle has reached a critical period of decisive victory.We must concentrate our efforts to overcome the difficulties in poverty,the difficulties in the difficulties,and the coordination of blood production and blood transfusion.Poverty alleviation as a basic way to fight poverty.Increase the intensity of industrial poverty alleviation.Industrial poverty alleviation is also a fundamental strategy for poverty alleviation and a long-term strategy for stable poverty alleviation.For this industry’s poverty alleviation,many people now say that it is necessary to clarify how many people have been lifted out of poverty in terms of the effect of industrial poverty,and it is also necessary to clarify how each person has lifted out of poverty.
And Chacha photovoltaic poverty alleviation has a very good advantage in this precise assistance.It can not only cover our many poor households for 20 years,but also ensure stable income and achieve precise poverty alleviation effects.For example,how many poor households are covered by our power station,how many kilowatt-hours of electricity it has generated,how many subsidies are received,and how many subsidies are received by poor households can be refined through our series of information and methods to achieve a variety of The accuracy of the objects,the precise use of funds,and the effectiveness of our poverty alleviation are precise.
At the same time,our photovoltaic poverty alleviation can continue to grow the collective economy of our poor villages.The"Village-level Photovoltaic Poverty Alleviation Management Measures"issued by the State Council’s Poverty Alleviation Office in 2017 has made it clear that the income from the village-level photovoltaic poverty alleviation power station should belong to our village collective.This policy organically effectively integrates poverty alleviation and development with grassroots organizations,promotes industry and strengthens the collective economy of the village in the process of implementation.It stimulated the self-improvement of the poor villages and the internal growth momentum of development.The village committees and grassroots organizations have helped many poor villages to achieve a breakthrough in the collective economy,which also solved a dilemma in the empty shell village.It also guarantees the implementation of our party's line,principles,policies and decision-making arrangements,laying the foundation for the effective combination of poverty alleviation and rural revitalization in poor villages,and injecting continuous vitality.
The second is to share with you some of the results we have achieved in photovoltaic poverty alleviation projects since we started photovoltaic poverty alleviation work.After four years of development,photovoltaic poverty alleviation has achieved some stage results.
The first is that we have clarified the basic idea offocusing on village-level photovoltaic power stations to promote photovoltaic poverty alleviation.From practice,village-level photovoltaic poverty alleviation power stations have the advantages of less land occupation,short construction period,and high poverty income ratio.,In May 2017,when Comrade Wang Yang was investigating the poverty alleviation of Jinzhaizi,he also instructed us to organize a special meeting(photovoltaic poverty alleviation)by the General Office of the State Council,and clearly proposed that our photovoltaic power plants should adopt village-level photovoltaic poverty alleviation as the main construction model.
The second is that from a national level,we have also perfected and established the top-level design of photovoltaic poverty alleviation.Our organization was in May last year when we organized a special meeting of the State Council.Various departments have successively issued seven supporting policies on photovoltaics,which have issued indicators,subsidies,electricity bill settlement,land management,and construction,and Eight aspects of later operation and maintenance management and income distribution have strengthened effective guidance and standardized management.
For the third one,we have also built a batch of photovoltaic power stations.As of the end of 2017,we have carried out photovoltaic construction in 940 counties in 25 provinces,autonomous regions,and municipalities across the country,with a cumulative scale of 10.11 million kilowatts,directly bringing together 30,000 poor villages and 164.6 Million poor households.
At present,we have included 553.8 kilowatts in the first batch of state financial subsidies,covering 965,000 households.In addition,photovoltaic poverty alleviation has steadily promoted the income of poor households,effectively protected the ecological environment,and actively promoted supply-side structural reforms in the energy sector.It has achieved multiple effects and has now become an industrial poverty alleviation tool.An important starting point is also an important measure for us to win the battle against poverty.
In the future,we will continue to promote the healthy and orderly development of the photovoltaic poverty alleviation industry.There are no rules and regulations.In the process of promoting photovoltaic poverty alleviation work,the State Council Poverty Alleviation Office and the National Energy Administration have jointly clarified the five standards for the construction of photovoltaic poverty alleviation power stations.A construction standard is mainly based on village-level power stations.In principle,low-block Lika poverty villages should be established.For the light resource,the amount is more than 1,000 hours,and the power grid must be connected.The power station must not be in debt,and enterprises must not invest in shares.The property rights of photovoltaic power stations should be owned by the village,and all income should be used for poverty alleviation.
The income distribution should be based on the income management method,using the establishment of public welfare posts,small public welfare undertakings,and small rewards to distribute poverty alleviation subsidies.In the next step,we will go all out to do a solid job of photovoltaic poverty alleviation.We will continue to steadily promote photovoltaic poverty alleviation with the goal of building 15 million kilowatts of village-level power stations and accurately helping 2.8 million poor households.
Our plan in the future:
First,we must strictly manage new projects.The new project poverty alleviation refers to the"13th Five-Year Plan".At the beginning of the year,the first batch of the"Thirteenth Five-Year Plan"has been laid down.At the end of this year,the second batch of the"13th Five-Year Plan"will be launched.It must be implemented in strict accordance with the management methods for photovoltaic poverty alleviation power stations promulgated on March 26,and must be implemented in strict accordance with the five construction standards.
Second,to standardize the power stations that have been built,to guide the various cities and provinces to conduct poverty investigations on the quality of the poverty alleviation power stations built,to further regulate the income and distribution of power generation,to be fair,open,and dynamic adjustments,and to maximize the internal movement of the group.Vitality.
Thirdly,we are also actively preparing to release the power stations that have been built before and the second batch of the"13th Five-Year Plan"plan.Our poverty alleviation office in this place should promptly guide and urge the development of complete power stations in various places.According to the declaration,for eligible projects to be included in the national renewable energy photovoltaic poverty alleviation subsidy catalog in a timely manner,we also coordinated with the Ministry of Finance to issue financial subsidies in a timely manner.
On this basis,we also based on the status of the stock projects.We mentioned earlier that photovoltaic poverty alleviation has a set goal.Another indicator at the village level is 15 million.How many can be included to combine the reports of various provinces and timely Issued the"13th Five-Year"plan.
