Zhang Xinsheng, Poverty Alleviation Office of the State Council: The next step is to build a 15GW village-level power station to help 2.8 million households

From November 1 to 3, 2018, the "10th China (Wuxi) International New Energy Conference and Exhibition (CREC 2018)" was held in Wuxi. Zhang Xinsheng, a cadre of the Development and Guidance Department of the Poverty Alleviation Office of the State Council, attended the "2018 Global New Energy Industry Summit" and delivered a keynote speech.

Zhang Xinsheng: Good afternoon, leaders and guests. It's a great honor to participate in this new energy conference. Through this conference, we listened to the leaders of the industry. The experts' explanations of some new technologies and new trends in the industry are also of great help to our industrial poverty alleviation. It is also a deeper understanding for me.
This year is the decisive year in the fight against poverty. Many friends and units here have actively participated in our fight against poverty. I would like to take this opportunity to pay high tribute to your efforts in the fight against poverty.
Now I will share with you some policies and ideas of the photovoltaic poverty alleviation industry in combination with my own work in photovoltaic poverty alleviation, mainly from three aspects. My sharing will help you in your work. We will work together to promote the healthy and orderly development of the photovoltaic poverty alleviation industry.
First, we should fully recognize the importance of the photovoltaic poverty alleviation industry. Photovoltaic power generation is clean and environmentally friendly, with reliable technology and stable income. To carry out photovoltaic poverty alleviation work in a place with good lighting resources according to local conditions meets the requirements of our targeted poverty alleviation strategy, and also conforms to a development plan and strategy of new energy in our country. Photovoltaic poverty alleviation is a precise project of poverty alleviation in the top ten industries. Since the implementation of photovoltaic poverty alleviation in 2014, it has gone through three stages: pilot exploration, comprehensive development and in-depth implementation. Over the past four years, with the joint efforts of everyone, photovoltaic poverty alleviation has created new industries for poverty alleviation and opened up a new path for the collective economy of the majority of poor villages. It provides a new means for the poor to steadily increase their income and get rid of poverty. It is also a project that some cadres and people at the grass-roots level generally welcome.
  Since the 19th National Congress of the Communist Party of China, there have been new instructions and requirements for poverty alleviation every month.  
Photovoltaic poverty alleviation can be said to promote poverty alleviation and rural revitalization, which is also a combination of our next step of rural revitalization after the end of our poverty eradication campaign in 2020. The Guiding Opinions on the Three-year Action to Win the Poverty Alleviation Campaign also mentioned that the CPC Central Committee issued the "Strategy for Rural Revitalization", which put forward higher requirements for the organic connection between the fight against poverty and the implementation of the rural revitalization strategy. During the period of poverty eradication, the main task of rural revitalization in poor areas is to complete the poverty eradication campaign. It is a solid foundation for the implementation of rural strategy to lay a solid foundation for poverty alleviation. Rural revitalization can consolidate some of our efforts to fight poverty. At present, the fight against poverty has reached a critical period of decisive victory. We should focus on overcoming the difficulties in poverty. The difficulties in poverty should be coordinated with hematopoiesis and blood transfusion, and the development-type poverty alleviation should be the basic way to fight poverty. We should strengthen industrial poverty alleviation, which is also a fundamental strategy for poverty alleviation and a long-term strategy for stable poverty alleviation. As for the industrial poverty alleviation, it is necessary to make clear not only how many people are out of poverty in terms of the effect of industrial poverty, but also how everyone is out of poverty.
The photovoltaic poverty alleviation has a very good advantage in this aspect of targeted assistance. It can not only cover many poor households in the past 20 years, but also ensure stable income and achieve targeted poverty alleviation effect. For example, how many poor households it covers, how many kilowatt-hours of electricity it generates, how many subsidies it receives, and how many subsidies it receives can all be accurately grasped by a series of information and means to achieve the accuracy of multiple objects, the accuracy of the use of funds, and the accuracy of our poverty alleviation results.
At the same time, our photovoltaic poverty alleviation can continue to strengthen the collective economy of our poverty-stricken villages. The Development of the Poverty Alleviation Office of the State Council has made it clear in the "Measures for the Administration of Village-level Photovoltaic Poverty Alleviation" issued in 2017 that the income from the village-level photovoltaic poverty alleviation power station should belong to our village collective. This policy organically combines poverty alleviation and development with grass-roots organizations, and in the process of implementation, it has promoted industry and strengthened the economy of the village collective. It has stimulated the self of the poor villages and the internal driving force of development. The village committees and grass-roots organizations have helped many poor villages achieve a breakthrough in the collective economy, thus also solving a dilemma of empty shell villages. It also ensures the implementation of the Party's line, principles, policies and decisions, laying the foundation for the effective combination of poverty alleviation and rural revitalization in poor villages, and injecting continuous vitality.
The second is to share with you some achievements we have made in the photovoltaic poverty alleviation project since we launched the photovoltaic poverty alleviation work. After four years of development, photovoltaic poverty alleviation has achieved some phased results.
The first is that we have made clear the basic idea of taking village-level photovoltaic power stations as the main force to promote photovoltaic poverty alleviation. From the perspective of practice, village-level photovoltaic poverty alleviation power stations have the advantages of small land occupation, short construction period, dynamic adjustment of assistance objects, and high proportion of poverty benefits. In May 2017, Comrade Wang Yang also instructed us to organize a special meeting (photovoltaic poverty alleviation) when investigating the poverty alleviation in Jinzhaizi, It is clearly proposed that our photovoltaic power stations should take village-level photovoltaic poverty alleviation as the main construction mode.
Second, from the national level, we have also improved and established the top-level design of photovoltaic poverty alleviation. It was in May last year that we organized a special meeting of the State Council, and various departments successively issued seven supporting policies on photovoltaic, which strengthened effective guidance and standardized management in eight aspects, namely, the issuance of indicators, the distribution of subsidies, the settlement of electricity bills, land management, and construction, as well as the later operation and maintenance management and income distribution.
Third, we have also built a number of photovoltaic power stations. By the end of 2017, we have carried out photovoltaic construction in 940 counties in 25 provinces, autonomous regions and cities across the country, with a total construction scale of 10.11 million kilowatts, directly bringing together 1.646 million poverty-stricken households in 30000 poverty-stricken villages.
At present, we have included 553.8 kilowatts of the first batch of national financial subsidies, covering 965000 households. In addition, photovoltaic poverty alleviation has effectively protected the ecological environment, actively promoted supply-side structural reform in the energy sector, and achieved more results with one stroke. At present, it has become an important starting point for industrial poverty alleviation and an important measure for us to win the battle against poverty.
We will continue to promote the healthy and orderly development of the photovoltaic poverty alleviation industry. In the process of deepening the work of photovoltaic poverty alleviation, the Poverty Alleviation Office of the State Council, together with the National Energy Administration, has defined five standards for the construction of photovoltaic poverty alleviation power stations. The first construction standard is mainly village-level power stations. In principle, the poverty reduction villages should be established. For the light resources, the amount is more than 1000 hours, Power grid access shall meet the conditions, power stations shall not be in debt, and enterprises shall not invest in shares. The property rights of photovoltaic power stations should be owned by the village, and all income should be used for poverty alleviation.
The income distribution shall be based on the income management method, and the poverty relief subsidy fund shall be distributed through the establishment of public welfare posts, small public welfare undertakings, and small awards. In the next step, we will go all out to do a solid job in the photovoltaic poverty alleviation work. We will continue to steadily promote the photovoltaic poverty alleviation work around the goal of building a 15 million kilowatt village-level power station and accurately helping 2.8 million poor households.
Our plan in the future:
First, we should strictly manage new projects. The poverty alleviation of new projects refers to the "13th Five-Year Plan". At the beginning of the year, the first batch of plans for the "13th Five-Year Plan" has been issued, and the second batch of plans for the "13th Five-Year Plan" will be issued at the end of this year. The new power stations must be implemented in strict accordance with the management regulations of photovoltaic poverty alleviation power stations issued on March 26, and must be implemented in strict accordance with the five construction standards.
Second, to standardize the power stations that have been built, we should guide all prefectures, cities and provinces to carry out poverty-stricken inspection on the quality of the built poverty-stricken power stations, further standardize the income and distribution of power generation, achieve fair, open and dynamic adjustment, and maximize the endogenous power of mass movement.
Third, it is also being carried out recently. We are also actively preparing to issue the power stations that have been built before and the second batch of plans of the "13th Five-Year Plan". In this local poverty alleviation office, we should timely guide and urge the declaration of complete power stations in various places. For eligible projects, we should timely include them in the national renewable energy photovoltaic poverty alleviation subsidy catalogue, and we also coordinate the Ministry of Finance to timely distribute financial subsidies in place.
On this basis, according to the situation of the existing projects, we also mentioned that the photovoltaic poverty alleviation has a set goal. Another village-level indicator is 15 million. How many can be included in it, so as to timely issue the "13th Five-Year Plan" according to the situation reported by each province.
