Focusing on breaking the prominent bottleneck that restricts the development of poor areas and the poverty alleviation and income increase of the poor, we will focus on making up the main weaknesses and organize the implementation of five major poverty alleviation projects.
——Traffic targeted poverty alleviation project. Focusing on improving the road network structure of key villages designated by the province for poverty alleviation work, we will accelerate the construction of roads connecting poverty alleviation villages and nearby roads, roads across villages in poverty alleviation villages, and standardize the setting of village signs, protective barriers and other security supporting facilities. By the end of 2016, we will fully complete the traffic targeted poverty alleviation task of 609 poverty-stricken villages sent by the second batch of provincial "First Secretary", and newly rebuild 1300 kilometers of roads in poverty alleviation villages; By 2018, we will fully complete the task of targeted poverty alleviation in transportation in key villages designated by the province. Focusing on improving the public service capacity of passenger transport in key villages designated by the province for poverty alleviation work, reasonably set up and optimize the public transport or passenger transport routes passing through poverty alleviation villages, ensure that people can ride within 1 km (2 km under special circumstances), and add supporting infrastructure such as harbor shelters or stops. In order to improve the living and development environment of the relocated objects and improve the ability to stabilize poverty alleviation, we have carried out relocation of 7 counties (districts), including Licheng District of Jinan City, Dongping County of Tai'an City, Wulian County of Rizhao City, Feixian County, Yinan County, Yishui County of Linyi City and Juancheng County of Heze City, involving a total of 17000 registered poverty-stricken people in 24 townships and 86 administrative villages and 28413 people who have been relocated simultaneously. We have carried out relocation of poverty relief from other places, built housing and necessary ancillary facilities, and water Supporting infrastructure such as electricity, road, gas and network and basic public service facilities such as education, health and culture. ——Photovoltaic poverty alleviation project. Focusing on the key poverty-stricken villages designated by the province without collective economic income and the deep poverty-stricken households with no ability to work and no stable source of income, we will adopt the construction modes of household distributed power generation, village-level small power stations and centralized power stations according to local conditions, and plan to implement the photovoltaic poverty alleviation project. By 2020, we will ensure the coverage of 1000 key poverty-stricken villages designated by the province and 100000 poverty-stricken households with registered cards. Focusing on solving the problems of small scale, aging and disrepair, water pollution, water source change and other rural drinking water safety problems that are not up to standard and easy to repeat, it is planned to invest more than 1.2 billion yuan to implement the rural drinking water safety consolidation and improvement project, focusing on 18 counties in the old revolutionary base of Yimeng and 18 counties in the Central Plains Economic Zone and other poverty-relief areas, optimize water sources, and further take measures such as extension, transformation, supporting and networking of water supply networks, Accelerate the improvement of water treatment process, promote the extension of urban water supply facilities to rural areas, and improve the water supply penetration rate, water quality compliance rate, centralized water supply rate and water supply assurance rate.
