On the morning of November 2, the National Energy Administration held a symposium on the mid-term evaluation results of the "13th Five-Year Plan" for solar energy development to discuss the adjustment of the development planning objectives of the "13th Five-Year Plan" for photovoltaic power generation and photothermal power generation. Participants involved the competent energy department, the National Development and Reform Commission Energy Research Institute, the General Institute of Electric Power Planning and Design, the General Institute of Hydropower and Water Resources Planning and Design and other research institutions, the China Photovoltaic Industry Association and other industry associations, power grid enterprises and more than a dozen photovoltaic enterprises.
The meeting contents are summarized as follows:
1. It is clear that there will be subsidies for PV before 2022, and parity is the purpose, and there will be subsidies in the process.
2. The annual scale should be guaranteed, the subsidies should be reduced, and the 13th Five-Year Plan photovoltaic construction target should be significantly raised. The 210gw should be considered insufficient, and the 270gw should be recognized more actively.
3. Accelerate the introduction of next year's policies to stabilize the market.
4. The authorized user shall be managed separately. In essence, the 531 policy has been comprehensively reviewed, and the future PV subsidies and indicators have been defined.
At the end of the meeting, Director Li Chuangjun said that industries, associations, entrepreneurs and the Energy Administration should support each other and maintain their image.
However, in the process of formulating some policies, the preliminary research was not enough, the opinions of enterprises were not fully listened to, the actual impact of policies was not considered, and the necessary adjustment period was not set aside for enterprises. Some policies are not coordinated with each other, the policy effects are superimposed in the same direction, or the working methods are simple, resulting in some policies with good intentions having opposite effects.
